Western countries have widely criticised the vote as a sham designed to shore up almost five decades of military rule.
Foreign journalists are routinely denied official visas to report inside Myanmar, but many news organisations had hoped to send media to cover next month's poll, which will usher in the first civilian government in 48 years.
Burma still have over 2,000 political prisoners including Aung San Suu Kyi who won't be participating.
The junta had warned ethnic armies who refused the transformation that relations would return to pre-ceasefire days, with attacks from the Burmese army likely.
